'The Best of San Rafael' (which takes place before the formal program) will give attendees the chance to sample food from amazing Chamber restaurants and caterers. \n\n\n\nTo recognize those business\, government and civic leaders who have gone above and beyond in their service to San Rafael and Marin\, awards will be given in four categories - Large\, Small\, Downtown and Joe Garbarino Green Business of the Year as well as the City of San Rafael Employee of the Year\, and the Citizen of the Year. \n\n\n\n\n\n\n\nThis event also features Mayor Gary Phillips' 'State of the City Address'.
